Developed by the California Child Care Resource & Referral Network, this dashboard reflects the collaborative structure of California’s Emergency Child Care Bridge Program (Bridge), bringing together Bridge voucher utilization, child welfare data from the Child Welfare Indicators Project, Resource & Referral (R&R) agency service areas, and child care supply data through interactive statewide county maps and district-level dashboards.

The Bridge Program for Foster Children was established under Welfare and Institutions Code section 11461.6 to help increase the number of foster children successfully placed in home-based family care settings and to expand child care capacity for children in foster care. CDSS contracts with the California Child Care Resource & Referral Network to develop, provide, and coordinate Trauma-Informed Care training, coaching, materials, and Child Care Navigation support for local R&R programs.

This dashboard complements that operational work by examining how Bridge voucher utilization aligns with foster care populations, local R&R agency coverage, and the availability of licensed child care. Together, these views help policymakers, child welfare agencies, R&R programs, and other stakeholders better understand program reach, child care capacity, and opportunities to strengthen support for children and families served through Bridge.
